Provincial Director of Operations (Fixed-term contract of 5 years) Based in Free State (Bloemfontein), Ref: 04/22/01 Headquartered in Mpumalanga (Nelspruit), Ref: 04/22/02 Operations Group Remuneration package: A competitive salary package with benefits FUNCTION OVERVIEW Reporting to the Head of Operations, this role would be required to lead, direct and manage an integrated, member-focused service for municipalities through a multi-disciplinary team, across vertical and horizontal boundaries. As part of the senior leadership team, the PDO will be required to have a strong understanding of specific provincial priorities, municipal challenges and professional disciplines applicable to the local government mandate. A solid understanding of policy, legislative and regulatory frameworks, as well as new developments impacting local government, is required to ensure appropriate strategies that allow SALGA to play a protective and disruptive role in this environment. The incumbent will be required to work closely with all business groups in the National Office, to ensure the creation of an optimal enabling environment and utilization of resources to fulfill SALGA’s mandate. THE CANDIDATE PROFILE â–  Proven track record of notable successes; â–  Innovative person and thought leader; â–  Politically savvy person with serious persuasive influence in a complex multi-stakeholder environment; â–  Strong analytical ability to identify opportunities and skills to solve problems; â–  Management capacity in a multidisciplinary environment; â–  Multidisciplinary programs with a strong initiative and complete executors and promoters that have a planned dimension; Y â–  Good international experience and exposure to internal protocols for the implementation of local government policies, agreements and realities. QUALIFICATIONS AND EXPERIENCE â–  Relevant graduate degree. An MBA will be an added bonus; â–  Valid driver’s license code 08 and own vehicle; â–  At least 10 years of experience operating within a medium to large organization, of which at least 5 years must have been at Senior Management level, including previous experience in the LG Sector; â–  Strong track record in managing complex stakeholder relationships and a well-developed set of lobbying and advocacy skills; â–  Previous management experience in a multidisciplinary environment; Y â–  Proven experience in strategy development and implementation. AMD KEY PORTFOLIO PERFORMANCE FOCUS AREAS â–  Business Integration: Providing an integrated, member-centric service through a multidisciplinary team approach across vertical and horizontal boundaries; To be the custodian of information and intelligence on the challenges experienced in the LG Sector, the needs of the municipalities and provincial priorities and facilitate the transfer of knowledge to the central repository for knowledge management; Oversees and maintains final responsibility for the implementation of all SALGA decisions in the province so that the province complies with all requirements established by SALGA. â–  Strategic and Business Planning: Actively participate and support the EXCO with the development of the SALGA strategy, in particular to ensure that the needs of provincial members inform the strategy; Through an integrated SALGA planning process, develop and oversee the implementation of the provincial strategy and business plan in line with SALGA’s overall strategy and PPP so that the province’s mandate is achieved. â–  Financial and Budget Management: Prepare, control and monitor the annual and monthly budget of the cluster so that spending is in line with SALGA’s financial requirements; Meet the income generation requirements that SALGA has of all Senior Managers. â–  People Management and Promotion of a High Performance Culture: Lead, manage and equip the cluster’s staff so that they achieve their work objectives and work in an environment conducive to achieving the required results
