Provincial Skills Advisor for the North West Province The deadline for receiving applications is April 15, 2022 at 12:00 p.m. The SETA ETDP needs to recruit an appropriately qualified individual with project management experience in the capacity of a Provincial Skills Advisor position. Provincial Skills Advisor for the North West Province REF NUMBER: PSANWP-ETDP-02 Salary: R 609 485.50 per year (Total cost to the employer) Job Purpose: The Skills Advisor is tasked with coordinating and facilitating skills development projects/programs in the province of their appointment. The incumbent will manage and coordinate all assigned provincial projects such as apprenticeship programs, skills programs, internships, scholarships, work arrangements, support to small/micro organizations that pay taxes, scarce communications, and critical skills in the province. Additionally, liaison with external and internal stakeholders regarding all aspects of skills development provided by ETDP SETA. The successful incumbent will report to the Provincial Manager and the position is based at the ETDP SETA office in Potchefstroom. Required qualifications, experience and knowledge: Hold a Bachelor’s Degree in Education, Training and Development or Public Administration or Human Resource Management or Human Resource Development or Social Sciences or Management/Business Administration or equivalent qualification at NQF Level 7. A postgraduate degree in Project Management will be an added advantage. At least 5 years of ETD experience in skills development processes with 3 years of experience related to Project Management. Sound knowledge of relevant legislation (i.e. skills development legislative frameworks including the Skills Development Act (SDA), the Skills Development Levy Act (SDLA), the National Qualifications Framework Act and the Public Finance Management Act (PFMA), etc.). Proven skills in project scheduling, budgeting, and administrative tasks. Knowledge of stakeholder management in the coordination of services. Ability to plan and organize work, using own initiative, Computer skills (MS Office packages) and ability to work with data. Availability to work outside office hours and under pressure; and A valid driver’s license and willingness to travel are required. Knowledge and skills required: Good communication, facilitation, presentation and writing skills. Good interpersonal skills with the ability to work well within a team and independently. Good conflict resolution skills. Data analysis and interpretation skills. Knowledge of project management principles and project coordination skills. Good report writing skills; and Ability to communicate processes effectively and adhere to specific deadlines and deadlines. Duties and responsibilities: The holders will be in charge of the following functions and responsibilities: Manage and implement the ETDP SETA provincial programs and projects within the assigned budgets. Develop a monitoring plan and schedules for projects and continually evaluate projects against plans and deliverables. Oversee implementation of apprenticeship programs and conduct site visits. Monitor vendors, students, and workplaces and prepare verification audits. Recruit potential providers to embark on the accreditation process and encourage those already accredited to expand their reach. Recruit employers and apprentices. Prepare, develop and manage the relevant contracts for each project and manage the deliverables of the projects. Manage all conflicts related to the project and establish a relationship with ETD vendors, ETDQA and stakeholders. Collection of documents related to payments. Manage and control the payment of students through payroll administration and ensure that payments to suppliers are made on time. Upload students to the MIS system and manage student databases. Carry out promotion and outreach programs. Distribute marketing materials and assistance to exhibitions and shows in the province. Plan and implement capacity building programs in the province. Conduct project reports on project completion to link to impact analysis. Report progress monthly and quarterly as required and provide verifiable evidence to support all reports. Provide regular feedback to the Provincial Manager regarding operational responsibilities and results; and Any other function assigned by the Provincial Manager. Note: The booth will be located in Potchefstroom, Northwest. Extensive travel will be required; therefore, a driver’s license is a prerequisite. Note: Successful holders will be required to enter into a performance contract with ETDP SETA.
