Strategic Sourcing Manager About the job: The CSIR has an opening for a Strategic Sourcing Manager in the Strategic Purchasing unit. The incumbent will be responsible for defining, developing, implementing and monitoring the CSIR’s sourcing strategy and operational plans, with particular emphasis on strategic sourcing. This position is based in Pretoria. Key Responsibilities: Participate as part of the Procurement management team in the review, development and implementation of the Procurement policy and strategy to ensure alignment with strategic business requirements and drive procurement plans for the CSIR; Develop and ensure implementation of CSIR’s long-term strategic sourcing strategy and BEE program to facilitate improvements in procurement services and ensure consistent, high-quality delivery of value; Develop procurement policies, procedures and processes and define procurement support systems requirements that are aligned with CSIR’s sourcing strategy and vision and ensure compliance; Report on the organization’s procurement performance against stated goals and ensure compliance with relevant requirements and Treasury Regulations; Ensure alignment of sourcing strategies with organizational initiatives, such as business development and knowledge dissemination; Analyze market and delivery trends to develop procurement technologies and processes that support those trends and update procurement strategies based on changing market trends; Develop market intelligence capabilities within the procurement team on key markets, vendors and solutions to support strategy development; Oversee adherence to the SHEQ program within the Strategic Procurement Sourcing portfolio; Manage and develop staff to ensure high caliber Procurement staff who are able to achieve performance targets in support of SPU’s mission and vision. Qualifications, skills and experience: A bachelor’s degree in purchasing, supply chain management or equivalent qualification with at least eight years of experience in a purchasing and supply chain environment, of which five years are in a management role with a strong track record in the following: Procurement best practices, including sourcing strategies to support cost reduction program and different procurement mechanisms; Develop BEE Scorecards and an understanding of various sector statutes, especially the preferential procurement component; People management, including performance management; Operational planning and implementation; Planning and optimization of resources; project management systems; Quality management; systems delivery; Communication and engagement with senior executives. Certification from the Chartered Institute of Purchasing and Supply (CIPS) will be considered; A postgraduate management degree such as an MBA will be advantageous; In-depth knowledge of the Public Finance Management Act (PFMA), the Black Economic Empowerment Act, and other relevant treasury regulations; Ability to develop strong working relationships with other departments; Ability to manage through others; Project management, budgeting and financial skills; Customer service orientation, writing and reporting skills; Closing date: May 13, 2022
