Procurement Specialist About the job: The CSIR has a vacancy for a Purchasing Specialist in the Supply Chain Management portfolio. The incumbent will establish and maintain procurement activities at the daily operational and transactional level. The position is in Pretoria. Key Responsibilities: Obtain goods and services, review and manage the relationship with existing suppliers; Document and assess business and sourcing objectives of internal stakeholders; Collect macro and micro level market intelligence and analyze spending data; Determine the total value of identified commodities and report accordingly to management; Obtain vendors that meet CSIR’s procurement criteria and ensure compliance with CSIR’s B-BBEE policy and program; Manage procurement transactional services ensuring reduction of purchase order cycle times and monitoring of vendor performance against targets; Evaluate and implement process automation to improve service delivery; Expedite orders to monitor quality, on-time delivery, preferred purchasing, and savings; Ensuring an effective and timely response to user calls related to orders and deliveries; Ensure the compliance of the Procurement portfolio with the policies, procedures and IT standards of the CSIR, focusing on the standardization of processes; Stay on top of trading systems and new developments; Manage procurement activities throughout the purchasing and supply chain; Ensure that purchasing activities are carried out in a fair, equitable, transparent, profitable, efficient and effective manner. Build strategic, professional, and ethical relationships with internal clients and CSIR vendors. Ensure that purchasing activities support the CSIR’s vendor contracts and that the organization’s strategic interests are considered in such relationships. Create cost-saving opportunities from bulk purchasing, proper contract management, pooling efforts, and economies of scale. Accurate and timely reporting of relevant management information. Qualifications, skills and experience: A three-year procurement bachelor’s degree or equivalent qualification with at least five years of procurement experience. Good understanding of designated sector procurement. Extensive work experience in the management of basic ICT and Telecommunications products. Good knowledge of public sector procurement. Good understanding and experience of total cost of ownership (TCO). Report writing skills. Experience in supplier evaluation and deep understanding of business processes. Sourcing, purchasing, negotiation, planning and organization skills. Contract management skills and knowledge of e-procurement. High degree of accuracy, attention to detail and problem solving skills. Ability to meet demanding deadlines and good interpersonal skills; Excellent communication skills and a strong customer service focus.
